After a period of Imperial persecution, the Bishop of Carthage writes to his flock about those people who didn't stand up to it, but readily agreed to sacrifice to the Emperor and the gods. He urges these people to repent, confess their sins, and do penance. He also denounces those who provide the lapsed with invalid forms of reconciliation with the Church or tell them that their sins aren't serious, thus endangering the souls of the lapsed.
